Supporters of copyright reform are hoping that 2013 is the year they get some real momentum going. In the wake of Monday’s news that the White House and FCC now support consumers’ rights to unlock their cell phones, a new coalition called has launched an effort to repeal the section of the Digital Millennium Copyright Act that forbids breaking “digital locks.”
The group has a website called FixTheDMCA.org, which lays out the problem in a simple, graphical way, and provides tools for people to contact their Congressional representatives. The group’s goal is to build support for a repeal of section 1201 of the DMCA, the so-called “anti-circumvention” clause.

The “six strikes” anti-piracy program is on its way, for real. Jill Lesser, head of the Center for Copyright Information—the enforcement agency in charge of the system—confirmed that the system is coming this year in a September interview with Ars. Speaking at a New York Internet conference, representatives of two of the biggest ISPs, Verizon and Time Warner, have finally described how their systems will work.

US antitrust enforcers are getting mighty interested in patent trolls. The Federal Trade Commission has even taken to calling these lawsuit-happy companies ”patent assertion entities,” or PAEs.

Pandora CEO Joe Kennedy told Congress today, in no uncertain terms, that his business is in danger from high copyright royalty rates. But his plea fell on unsympathetic ears.
At a hearing before the House Judiciary Committee, key representatives were not only unmoved by Pandora, they were more interested in raising the royalties paid by terrestrial radio to musicians (radio currently doesn’t pay royalties at all.)
Pandora, by contrast, pays about half its revenue in copyright royalties. Today, Kennedy compared those fees to satellite radio, which pays about 7.5 percent of its revenue, and cable radio, which pays 15 percent.
